If I remember correctly... Ulysses wanted a single nation, or as he calls it, "flag", to live in the Mojave. He wanted that nation to pass or fail on its own without any intervention or inconvience from other factions.

Ulysses wants both the NCR and the Legion to fall apart. His plan is to make sure the Legion destroys the NCR, and when it "hits the sea" (it has destroyed the entire NCR right upto the coastline), it will destroy itself due to infighting, because "the Bull needs to fight". Then, the slate is clean for a new, better organisation. But to make sure the NCR falls, he needs to cripple their supply lines, which is why he nukes the road.

Ulysses wants the NCR to be destroyed because he is one of the few people that realizes that when the NCR rebuilds the USA (since everything about the NCR is based off the USA) history will repeat itself and the world will be destroyed, so he wants to end it before it begins, he doesn't want the legion destroyed, but he doesn't it to live, he is indifferent and doesn't care what you do to them.

很有意思啊，尤利西斯口口声声说要“重建旧世界”，但他却又不想让旧世界被再一次建立起来，太矛盾了。还有一点很有意思，尤利西斯认为旧世界的发展必定导致核战，但他忽略了一个问题，谁能百分之百保证按他的理想重建起来的“新世界”不会有核战？

另外一点，尤利西斯的这份计划正如这段话所形容的一样，虽然人不一样，但本质是一样的：

恺撒自认为他是为了全人类的福祉而在从事着伟大的事业，但是从本质上说，他仅仅是在为自己一个人的理想而在奋斗。因为他否定了除自己以外的所有其他人的人性，他否定除了他的理想之外的所有其他人的理想，他否定除了他所想出来的办法之外还有其他正确的办法。他不关心其他的人理想、不关心其他人的欲望、不关心自己给其他人带去的苦难；他唯一关心的是他自己“认定”的别人的苦难，是他自己“认为”的对别人最好的做法，是他自己一个人“想象”出来的全人类的美好未来。在所有这些里面，只有一个人存在，那就是恺撒。

恺撒的心中只装着他自己，他只懂得自己所认为正确的就必须大无畏地去做。而其他人？那不过是名字叫做人的需要被拯救的珍惜动物而已，就像是一只名字叫做“人类”的大熊猫，不需要去介意它想要什么，只要强迫它去接受对它好的东西就可以了。

现在还会有人支持尤利西斯的“伟大计划”吗？
