在人们纷纷议论国外传统的核电站技术是否安全之时，中国自主研发的第四代技术的核电站，即将在山东荣成开建。中国核电站的唯一承建方中国核工业建设集团公司(下称“中核建”)总经理穆占英最近接受《第一财经日报》记者独家专访时透露，完全由我国自主研发的第四代技术的核电站，本月底或者下月上旬有望在山东荣成开工建设，整个项目加上科研的投资达50亿元，建设期约4年

15日下午16时，东京市政府称，城区核辐射的强度一度达到创纪录高峰，随后在下午回落。

日本文部科学省15日发布的数据显示，当天上午，关东地区以北风为主，位于福岛核电站以南的栃木县、埼玉县、神奈川县、千叶县和东京都各地检测结果显示，辐射值是正常时期的10倍至100倍。下午，风向转变，刮起东风，核电站以西的福岛县郡山市检测出的辐射值超过上午的130倍。

上午10时至11时，东京市内检测到的辐射为有记录以来最高的0.809微西弗，平时则是0.035至0.036微西弗，这意味着峰值达到约为正常水平的23倍。人接受一次胸部X光扫描的辐射为20微西弗。

有专家称，这一现象显示，因核电站事故释放出的放射性物质形成“放射云”，云团乘风经过各地上空时，各地的辐射值检测结果就会升高，但现阶段的辐射水平尚不会给人体带来影响。

据报道，核辐射的威胁已经令部分东京市民感到恐慌，傍晚时分有很多东京市民乘坐新干线或驾车，离开东京往南向大阪、名古屋方向撤离。

文部科学省15日已要求各都道府县增加放射性物质观测次数。文部科学省将综合观测结果，每天两次公布相关数据。

联合国秘书长发言人哈克14日在纽约联合国总部说，联合国派遣的一支由7名国际专家组成的灾害评估和协调小组目前已抵达日本。

四号产生大量氢气并因此引起爆炸和起火，说明乏燃料池出现了1000度以上的高温。这是因为燃料棒外部的锆层是在1000度以上才会氧化并和水结合而生成氢的。这个温度，这种反应在1号、2号、3号内部也有，也是因此产生了大量氢气而爆炸，但那里的燃料棒在反应堆里，反应堆又在金属壳里，而四号是裸露的。
