遇见2个外国友人要住店，我不会说了......

2个女的，拿着护照来住店，但是我这个地方4星级以下的酒店是不能接待外国客人的，否则要罚款20000元。
这2个外国女的说的，他们要住便宜的酒店（这句我听懂了），但是我真不知道怎么向他们解释。。。。。最后他们生气的走了！

我很郁闷啊，几年大学英语白学了！

所以我在这里请教！
我应该怎么说？用英语。。。。。最符合外国人说话习惯的

內疚英文名詞應該是guilty.
應該用permission而不是permit, 因為permit是動詞.
