Can be found in Camp Forlorn Hope near Nelson, it is carried by an old Ranger by the name of Corporal Sterling.He is also part of the quest I Don't Hurt Anymore and killing him for the rifle will forfeit the quest.You cannot pickpocket the gun from Sterling, if you take his ammo and come back later the gun will be in his inventory but it is very difficult to pickpocket the weapon, as he will often catch you. A stealth boy, hidden status, and many attempts can get you this weapon. The easiest way is try shooting him with a weak gun and then shooting out his right arm so he drops the rifle, or perhaps shooting the rifle itself if you don't mind damaging it. Then holster your weapon and everyone should become non-hostile again. If you plan to use this method do not bring followers, as they may start a large battle with the NCR in the camp.
Alternatively, it is possible to kill him with one good sneak attack critical with a powerful suppressed weapon, even from very close range, as long as you remain hidden, or plant a C4 charge on his person and detonate it from a hidden location. Even if you are next to him and there are other NPCs around, it should not provoke hostilities or NCR infamy and you will be free to take the rifle.
