12级人物在摩多克上面转悠了半天也没找到带外星枪的威利，查了查攻略才发现货物还有等级要求：https://fallout.gamepedia.com/Willy_(Fallout_2)
13级及以上才可能有外星枪


还要通过幸运检定：In order to be able to buy an alien blaster, the player has to be at least level 13, the game has to select the right weapon during a roll,and the player has to pass a Luck check or else the result is rerolled.
7点幸运的人物遇到了30次威利都没拿到，去过NCR之后9点幸运的人物第7次遇到
